BACKGROUNDThe Somalia Food Systems Resilience Program (FSRP) is part of a regional initiative by the World Bank to provide a comprehensive framework to intervene at both the national and regional levels. This Multiphase Programmatic Approach (MPA) aims to tackle the underlying structural challenges of food insecurity and reduce beneficiaries vulnerability to unpredictable climate, crisis, and conflict events. It seeks to achieve this by strengthening Somalias agri-livestock research institutions, extension services, and community institutions to support climate-smart agriculture and livestock practices, improving water availability, rangeland management, animal health services, and strengthening access to markets and value addition.The Project Development Objective (PDO) is to increase preparedness against food insecurity and improve the resilience of food systems in targeted project areas of Somalia.The Jubaland State of Somalia is implementing the project through the Ministry of Agriculture and Irrigation in close collaboration with theMinistry of Livestock, Rangeland and Forestry. The Project Coordination Unit (PCU) supports coordination, Facilitating, and monitoring of project activities.2. Scope of Work and ResponsibilitiesThe Livestock Disease Specialist will be a full-time contracted individual assigned to the Project Coordination Unit (PCU) within the Ministry of Agriculture and Irrigation, Jubaland State. The specialist will be responsible for developing and implementing strategies to mitigate livestock diseases and strengthen animal health systems, while working closely with the Ministry of Livestock, Rangeland and Forestry.The Livestock Disease Specialist will be responsible for the following duties:Conduct livestock health assessments and identify prevalent diseasesDevelop disease prevention and control strategies tailored to local contextsCollaborate closely with the Ministry of Livestock, Rangeland and Forestry, farmers, and veterinary services to improve disease management practicesStrengthen livestock disease surveillance and early warning systemsTrain community members and stakeholders on livestock health management practicesIntegrate local knowledge into disease surveillance systemsMonitor and evaluate effectiveness of disease control interventionsSupport implementation of livestock health activities under the project in coordination with relevant ministriesParticipate in coordination meetings and technical discussions with MoAI, MoLFR, and stakeholdersPrepare technical reports and documentation aligned with project objectives
