The consulting services (“the Services”) include: to Develop Digital Inclusion Policy andAction Plan Universal Access for Marginalized Groups, to guide Somaliland’s efforts toexpand equitable digital access. This support will provide an evidence-based understandingOfficial Use Onlyof connectivity and access disparities, offer strategic direction for inclusive digital services,and equip national institutions with the tools and capacity to implement, manage, andsustain such initiatives.3.
